desintala el microsoft visual c, y vuelve a instalarlos. cuiando hagas eso y reinicies pc entraras ami me paso hace 3 dias

Not sure if this could help you but you can give it a try since these steps works for me in other games
Computer properties > Advanced system settings > Data Execution Prevention > Add Xero client and try to launch the game
